Bruce Wayne, who witnessed the murder of his billionaire parents as a child, swore to avenge their deaths. He trained extensively to achieve mental and physical perfection, mastering martial arts, detective skills, and criminal psychology. Costumed as a bat to prey on the fears of criminals, and utilizing a high-tech arsenal, he became the legendary Batman.
I don't think Batman has ever trusted anyone with powers because he see them as a guy using a gun going out of control. If he were to gain powers and use them all the time he'd probably feel he'll be no better than them. Otherwise, it's just in his character to use whatever options that is convenient for the situation.
Because the DC have afraid to change too much his characters. Think about it. Over the years, Batman remained essentially the same guy, he never had really big changes, except a few years ago when Morrison established the Inc. That was a really changing.
They cannot give him powers,the whole point is Batman is just a man that puts himself on costant brutal training to do what he does,also he would think of himself as less effective relying on having some kind of enhancement. That's the way he's supposed to best way more powerful,but too cocky,guys.
