My fav is dick grayson.But jason todd was too reckless. Then there is Tim drake    lets also have a moment of silence for jason todd the second robin. yes i know todd is back but he should be dead thats cool as the red hood  thanks forgot about damian   

Grayson is the only right answer. He has set the standard for the rest of the robins. Tim comes in at a close second though with Todd and Damian in third. Damian's got the potential though to become great but needs to keep a few things in check and not be so hot headed. 

Grayson wrote the Book of Robin, but the Guardians took it away.

I think the best character in the list is Master Dick Grayson
 
I'd say the best Robin in the list is Tim Drake. He really seemed to be into the role, more than Dick or Jason ever were. He was a little more formidable, especially in the detective side of things. 
 
Oh, and for a technicality, we should probably mention Stephanie Brown, who was Robin for about 4 months circa 2003.
