As much as people may not like it....there is almost no one he could not beat with prep.
What I mean by that, is a credible story can be written with him defeating any foe..however powerful.
Some people don't like that...I don't find it any more ridiculous than other facets of comics...and find it a joy to read.

This, is what the essence of Batman is about. People can't accept the fact that he is capable of beating most characters and instead chant "feats feats feats" so that he loses to almost every character he hasn't encountered.
And then these users turned on me and said that I'm a "disgrace to the entire Batman fan community". Well, in reality, they are the disgrace for not having the insight and courage to declare that their favourite hero would win.
Don't know if anyone was witty enough to think outside the box before but how about an alternate earth batman with a counter batman plan.

If that was an evil version of Batman aka Owlman, still can't do it, because Batman is the good guy, and in comic fiction, good always wins. Which is why I believe Batman can beat Doctor Doom despite Doctor Doom being superior to him in many aspects.
@wenjun_chew: I agree on that doom part, as it is sadly repeatedly displayed with the F4. Though I was referring to another, normal batman from a earth not so different than our batman.
The question is a little flawed. Theoretically anybody can defeat anybody if they have infinite preparation. Now, if Batman has only ten years or so to prep without limit, seeing as how that seems like an appropriate amount for this question, I think he could make it as far as Doctor Strange.

He can basically beat everyone that can't manipulate like molecules on some Dr. Manhattan sh!t with enough prep (& PIS of course).
Everyone and no one. Whoever, the writers say he can't beat with prep.
On a more serious note, most of his prep against threats outside of his own comic is usually a team effort. Actually, one of greatest resources in prep is his team.

Without being a master strategist and supergenius myself, I wouldn't presume to speak for one. I would say superboy prime is beyond The Batman. Although there are psychological weaknesses there, as far as weaknesses go, its slim pickings. But slim pickings have rarely stopped Batman before, so who knows.
He can't beat Justin Bieber with prep. Cuz when Justin Bieber sings, the only thing you can do is run for your life.

I just want to point out that there is no way he can beat beings that are pure Gods, that are able to create anything in the blink of an eye. People who can create thousands of universes at the same time and able to do multi-universal scale damage just by a snap of their fingers. Honorable Mentions: TOAA, The Fulcrum, Beyonder, Molecule Man, Living Tribunal, Akhenaten, Nemesis, Sise-Neg, Thanos with the Heart of the Universe, Eternity, Infinity, etc. These are just some of the strongest Marvel characters.

The BIGGEST reason why Batman and Superman can beat anyone is that they're too important. They're more than mere characters and people. Hate 'em or love em, they are the standard of things in comics. In power, importance, and intelligence, they are number 1 alongside Wonder Woman.
Batman is really an exception. With prep, he can beat anyone. It's not about a fight or war but the story and characters. IMO Morrison's run on Batman ultimately showed this. Also on Final Crisis, he showed the importance of Superman and his status of being the "God" of DC. Loved the way Morrison used such metaphors BTW.
With prep, he would beat anyone. He beat Darkseid for crying out loud... He didn't "die". He out-manoeuvred Darkseid in strategy. That's his best feat in terms of strategy, will, determination, and mental prowess. It doesn't matter that Thanos beat some master planner in the Marvel Universe... Batman will beat Thanos if he is given the time. It's more about the complexity of the arcs or stories that matter when it comes to feats of prep. And it matters how well written such a story is as well.
Given prep, Batman will achieve victory. I can't take "Batman w/ prep morals off VS ??? to death" too seriously because once Batman's morals are off, he's not Batman anymore. He loses Plot Induced Strength of Character and Story. Grant Morrison's run should be the proof of that.
