This. These guys have more of a personal connection to Batman which makes their hatred of him all the more intense. With most of the others, they hate him because he gets in the way of their plans and schemes. The exceptions are Joker who doesn't really hate Batman but sees him as an opposite of himself and kind of enjoys their encounters whilst Ra's al Ghul has some respect for Batman.
Penguin. The others admire him on some level. But Penguin feels genuinely and repeatedly humiliated by him and takes his defeat on a personal level.
I'd say the Riddler. He just HATES that Batman is so intelligent. He's so horrifically intent on proving he's better than Batman.
Or Harley Quinn. Because she's worried Joker loves Batman more than he loves her.

I agree with that. Too many of them actually "love" him. It is kinda scary, actually there is no kinda. It is horrifying.
Penguin though I agree with, also Riddler, because for both of them their egos sort of make everything that Batman does to them about a 1000X worst. What he's done to them in their minds is worst than all the villlians in all the world in all of history.

Yeah, actually, I'll change my vote to Riddler. Batman drives him to tears.
And I think Harley secretly admires Bats too much to hate him. Remember, she has a thing for "extreme personalities". Batman is nothing if not a extreme personality, and I've never seen her show any adversity towards him unless she thinks it'll get her points with Joker.
So vote is staying with Edward Nigma.
I would say two face. Coz deep inside he feels he should have been in batmans shoes.. As a hero.. Kinda jealous way he hates him.. In another way he hates him coz he saved him from being dead but he feels he is as good as dead with that face!
I can't decide between Hush & Penguin.
Hush and Hurt, most don't hate him and have some level of respect for him.
I don't think it's Hush because Hush hates Bruce Wayne, not Batman.
Not Riddler I think he respects him and views him as a worthy intellectual opponent sure he hates loosing but to quote the Riddler "If breaking the law can't be fun, then what good is it?" and what opponent can make crime more fun than Batman?

That's a really good point! Most of the Freaks wanna kill the Batman (whether it's for love or hate), but Tommy Elliot just has it in for his old playmate.

Exactly! Thomas Elliot would try to dismantle Bruce Wayne's life whither he was Batman or not, but he wouldn't try to dismantle Batman's life whither he was Bruce Wayne or not.
Definitely not Hush. Unless I'm wrong, Hush doesn't know Batman's identity, which would mean he doesn't have anything against Batman, just Brucey, Except of course he's just really pissed off that Batman always ruins his plans in destroying Wayne's life. Freeze doesn't hate the bats, Joker loves him, Harley loves him, Ivy loves him, Strange respects him in some form since he refuses to reveal his identity, same with Bane, Ra's sees him as an equal.......I would have to say Penguin since he has nothing except a mob and he's a runt. Batman completely destroys everything that is Penguin and utterly embarrasses him. I could also see Two-Face hating him out of jealousy because rather than being the "White Knight" Gotham needs, he became just another part of the problem (DK reference, i know, work with me). All his other villains seem to respect batman because they're all twisted. Penguin wins.

Hush knows that Bruce is Batman.
Joker does not hate Batman, he needs Batman in a twisted way, Bane sees Batman as an obstacle he needs to overcome more than an actual nemesis. I'd say the only villain who truly hates Batman and isn't just using him to fill some f**ked up void in their lives is Penguin, because unlike most of Batman's enemies Penguin isn't crazy just a creative criminal
I think its Hush. I can make an argument for Joker. He does love Batman in a strange way but it is more as an embodiment of everything he hates that he could not live without because it gives him a focal point upon wish to unleash the madness he has embraced. He needs the Bat so he has that target which stands for everything he hates; order, discipline, justice, etc.
Hush probably. Even Riddler likes Batman in his own perverse way. Without Batman, Riddler would just be goalless and aimless. I think Riddler hates Batman but loves the fact that he has someone whom he can challenge (not unlike the Joker but in a different way). Penguin would be another good one though. The thing that gives Hush an advantage is that he knows Bruce = Bats so there isn't a distinction between the two like for almost all other villains. Some of the villains love Bruce but hates Bats or the other way around.
For Hush, it's entirely personal. No way Harley hates Batman, she just hates when Bats beats up on Joker. I kinda see it like /gasp Twilight where second choice picks on first choice, it just gets even more complicated as her third choice (Bruce) is actually her second choice.
