I can agree with Man Bat. Maybe Two Face? No Man's Land showed he could help people sometimes. I don't know.
Historically speaking, the female members of his rogues gallery are more likely to make the transition. We're seeing that now with Harley Quinn in her solo series.
While I'm not as well-versed on Mr. Freeze in the new 52 as I am with other characters, but I always thought that he wouldn't need that big of a push to go from villain to hero.
Two-Face and Mr. Freeze.
With the right kind of psychological therapy, Two-Face can go back to being Harvey and all Fries needs is the right motivation.
Harley is way too attached to the Joker to ever become a hero.
Poison Ivy would actually make a great hero. If she moved to a different city or a forest and got a one shot (or on going) comic where she started fighting Eco-Terrorist and stuff like that it'd be pretty awesome.

If Catwoman is still even considered a villain, then her

Isn't see already off doing her own thing in the Harley Quinn? I was under the impression that's she's started to become an anti-hero without Joker influencing her. She's even been teaming up with Power Girl these past few months, unless I'm mistaken.

Killer Croc has been recently taking care of homeless children and he did help Arsenal with some of his issues. He's now Catwoman's bodyguard.
Poison Ivy became a Bird of Prey for a while and even sacrificed herself to save the team at one point.

During Battle for the Cowl, as part of the Secret Six, Bane and Catman saved people in Batman's absence. Bane has acted as an Anti-Hero on several occasions.
Even Joker temporarily became good guy after Final Crisis during Dick's time as Batman. He wore a disguise and helped Batman & Robin in some cases before he was exposed.

@battle_forum_junkie: Harley doesn't work as a character when she doesn't have a connection to the Joker. Even when she's paired with Ivy or solo, there's still a present hopelessness about the character. Her obsession with the Joker is so deeply rooted into her and it ultimately controls her.
Harley Quinn now is at odds with herself. Artists want to portray her as this sexy character with revealing clothing, but also make her cute, ditzie, and silly? It doesn't work. Along with many New 52 redesigns, it just shows the people working with the character don't understand the character well enough.
@playswithsquirrels: I can definitley see where you're coming from, and I've heard similar complaints from other Harley fans. I agree that there should be a certain helplessness about her whenever she's around Joker - it was Joker that created her, after all. But as long as she's not being directly influenced by him, I don't see why she shouldn't be free to be her own character.
I'm no Harley Quinn expert, but I will say that Paul Dini did write several Harley Quinn stories that didn't involve Joker at all, and they where really fun. Being the creator I'd say he has a better understanding of the character than anybody.
I do agree that the new 52 costumes are a bit ridiculous - why couldn't they just stick with her old outfit? - and the upping of her sex appeal does seem unnecessary, but what comic book character does that not happen to nowadays?
@battle_forum_junkie: I'm not saying she can't work solo, not at all. I guess what I'm trying to get at is, Harley is a very dependent character whether it be the Joker or Ivy.
I'm sure those Dini stories are great. Dini clearly knows the character in and out.
@playswithsquirrels: I get what you're saying. The Harley that's being portrayed in her on-going does seem a lot more independent than the one everybody's used to. But I personally don't have a problem with writers taking a little creative freedom with lesser-known characters as long as the writing is good. Matt Fraction did it with Hawkeye and Clint is now one of my favorite characters because of it.
Bane. New 52 Bane has been lacking that true motivation to be a villain. He could just become an anti hero for starter, maybe pop up in Catwoman title only to help her and be her gun for hire or work with any other bat family member.
Another one i want to become good not hero is Riddler. Maybe start caring for Gotham and do some real good.
Harley is just a parody character, she isn't talented to become useful in my opinion.
Thinking about it now, every villain has potential to become a hero (Joker excluded, he's not crazy, just evil) the Talon's do what they do because they are mislead into believing that what they do is for the greater of Gotham. Mr. Freeze does it for Nora. Ra's Al Ghul does what he does for world balance. Two-Face just needs a break through in therapy to become good again. Catwoman is usually good if her heart isn't stomped on by Batman. Poison Ivy cares deeply about the environment. Harley Quinn has been shown to be able to do good and she cares about animals. Bane seems to lack actual motivation to be a villain and seems to be more of a guardian who goes about things in a wrong manner. The one shot villain's month for Man-Bat showed that he is able to do good. Riddler has proven to be a great detective several times. Killer/King Croc helped out Roy when he was homeless and a drug addict. Penguin, in the TAS became good and was an actual gentlemen until society turned him into a monster once more. I mean isn't every villain the hero of their own story? They all believe that what they are doing is for the best.
All of the Batman villains except for Joker, Scarecrow, Clayface, Ra's, Penguin, and maybe Ivy are pretty much designed to go either way. All of the Batman villains have some layer of sympathy to help play in with they can be saved. Actually I'd even say the Scarecrow could be saved. There was DCAU comic story in the Batman Adventures annual where the Scarecrow reforms and goes back to the school and teaches. He winds back up in the Asylum for bringing back the Scarecrow identity to terrify a guy who has been harassing one of his favorite students as revenge. While still kinda insane on his part it does show he has some good in him.
