like everything all happened the same ( his parents are still murdered infront of him, etc.)

Where would Batman be if he wasn't rich?
He wouldn't be Batman. If he wasn't rich, he wouldn't have had the funds to travel the world and develop skills as he did. He would've just graduated early and sat at home.
He'd still be Batman, just no as effective in the beginning.
He's still ludicrously intelligent, which would get him funds later in life.
I think he would be like the Punisher. There would be no money for gadgets so gun would have to do. and no Alfred so no one to vent to or father figure. Fighting skills would be based on more common methods like boxing and wrestling.
proabaly joined the armed forces at some point.

He probably would be dead or in jail... He didn't become Batman because of his wealth but because of his promise to his parents, so i'm sure he would have at least tried to become Batman......

I think that interesting extra question to this interesting question is this: would he have Alfred. Wealth plays huge role in becoming Batman, but in Bruce Wayne´s growth from a boy to a man, Alfred has pivotal role. So, with Alfred I´m thinking...Harvey Dent before acid, and without Alfred...maybe a new Jack Chill...
I think he would still be functioning in some way on a slightly better budget than Spiderman. He has the smarts and the discipline to budget himself better. But being rich is a necessity of being Batman and he would find a way to create enough money for his crime fighting duties.

This was second, without Alfred and money he'd be more like Rorschach, even Alan Moore said Ror was a more realistic Batman.

@jed112: @consolemaster001: Better , h'ed be more motivated cuase of his lack of wealth etc , not as much difrent training . But more motivated cuase like a sayan the harder things push hed fight back harder. So hed maybe not be as efficient , but know kind of street smarts to against his enimies.
He would have more handmade gadgets. He could travel the world without much money if he is willing to sneak on ships. Most of his masters trained not because he was rich but because he was worthy and that could still happen if he was poor.
Actually there already is a Batman that isn't rich, Bane. He would probably like Bane but with morals.
No money means no Alfred. Without Alfred to guide him and the responsibility of Wayne Enterprise on his shoulders he'd be a product of his environment.
He'd end up being the biggest crime boss in Gotham and would have gotten there by killing anyone even suspected of being involed with his parents' murder.

PS: I think the same with this.
He be like Dare Devil. A character who still kickass for justice sake but doesnt have money. Its about the drive to do the right thing not the money.
