Think about it. The economy is down and there are budget cuts happening everywhere, including the police budgets. If Batman wants to make his organization global, shouldn't he also include some American metropolises? What city could use a caped crusader to pick up the slack?
I'll make the case for my hometown: Buffalo, New York.
It is nationally ranked as being one of the poorest cities in the country. It has plenty of abandoned buildings and grain elevators ideal for hiding a place of operations and access to water. There are tunnels underneath all of the colleges. And the #1 reason: Google insane asylums and a picture of an insane asylum in Buffalo will show up. The Richardson Complex is featured in Brian Azzarello's Joker and the Bermeejo confirmed that he used the building for inspiration.
The cons: It lacks tall buildings.
So make the case for your home town to be residence of a Batman! I'm curious about other a cities and I thought about Detroit but I think that city is under the jurisdiction of Robo Cop.

I’m thought about this for a little while… while Detroit is interesting choice. I was trying to think what city is the most Gotham like & could use help. The one city I could come up with is , New orleans historically speaking the police department has been corrupt, lots of interesting characters, add to that Katrina and everything else that has happened there. a Dark Knight looking out the common man would be welcomed

It's supposed to have one of the highest rates of homicide in the entire country, maybe even the highest.
How about Detroit?

San Pedro Sula, Honduras, it has the highest homicide rate in the world so Batman can take his talents there.

Things are really going to shit in Chicago. The gangs are so out of hand that we called in state troopers to help the cops and things aren't changing.
