Owlman is the evil batman from another earth so this ones kind of obvious
The wrath was a criminal who had a reverse origin of batman: his parents were criminals who were killed by cops so hes a criminal who kills cops now (or was, he died)
Catman is similar to batman in appearance and other stuff although i wouldnt call him an exact batman opposite after villains united and secret six
Prometheus is similar to the wrath since hes pretty much a reverse batman whoever prometheus uses special disks in his helmet that give him special abilites, hes also a jla foe

Bane was born in a hell hole, bruce wayne was born in a paradise, bane built his body and mind to peek perfection to survive and be the best, bruce did that to fight crime, Bane was used as a test subject for experiments, bruce experimented with techniques and gadgets, bruce's parents were killed by a thug, bane only knew his mother who died as a result of a corrupt dictatorship and was abandonned by his father, bane is addicted to venom, bruce is addicted to crime fighting. I could go on all day.
The Joker - Had a tragic life-altering event that changed his life, but instead of learning how much in the world there is left to fight for, he embraces the worst aspects of the world and becomes the Joker. He's a bright, colorful and demented killer who understands why Batman does what he does, and wants him to stoop to his level as the only sure way to defeat him. As Batman seeks to bring order, Joker seeks chaos, as Batman is dark and mysterious, Joker always wants to put his actions on show for the world.
Owlman - The evil anti-matter universe of Batman who uses his skills, gadgets and resources to keep Gotham City, and with the Crime Syndicate, the world under the fear for crime.
Prometheus - Similar origin to Batman, parents were killed by the police and he swore vengeance, and has a very sharp intellect and is also possibly just as resourceful as Batman, and also dons armor similar to Batman's corrupting the concept of a "dark knight".
Ra's Al Ghul - Smart, powerful, and very resourceful, but uses terrorist tactics to try ridding the world of crime, and is not afraid to cross the line Batman will never cross in order to reach his goals.
Hush - A sociopathic reflection of Bruce Wayne, dedicates his life to revenge and keeps his body and mind sharp and resourceful to be a formidable enemy of Batman.
Bane - Raised in a prison for the sins of his father, Bane physically trained his body and mind to build himself up from nothing, whereas Batman had the resources already in his reach. Bane becomes a force of darkness unto crime, as Batman uses the darkness as his weapon against crime.
There's plenty more I'm sure, but those are the ones that at least come to mind...

and well...all Batman villains are his opposites with Joker being at the top of the scale.I presumed that the OP was referring to anti-Batmen(characters with skill sets or gimmicks similar to Batman but used for evil).

The wrath was a guy whose parents were criminals who were killed by cops (the same night bruces parents died), so he grew up to be a criminal that kills cops:
He died but he was training a boy to be his own robin and that boy grew up and became the wrath too:

DC kinda did in elseworlds such as Crimson Mist and Catwoman of Gotham,there was another one in which Joker was a cop(I think Catwoman annual).IMO Millar is not as smart or original as he thinks,he's just one of those guys who knows how to publicize his work.
Riddler- A parallel to Batman's high intelligence and problem solving skills.
Scarecrow- A parallel to Batman's use of fear as a weapon (makes me wonder how Jonathan hasn't attracted a yellow ring yet)
Penguin- A parallel to how wealthy Batman is.
Two Face- A parallel to the use of split personalities
Mr. Freeze- A parallel to being driven by the loss of a loved one.

nemesis isnt even a batman villian he was a millarworld creation
