Most definitely. He became far too monotone after TAS.
I'd say he changed his voice for both personas as far as "Maid of Honor" in Justice League:
Nope he is THE Batman. Yes there are points where he does feel monotonous but not always. Look at his performances in Assault on Arkham and Arkham Asylum. He showed a lot of intensity there. The only times I remember he was monotone is in some parts of Arkham City and some episodes of TNAS. But overall when I read Batman, I hear Conroy's voice.

No. He is the perfect batman voice. I believe he was the first one to use different vices for Bruce and batman, and he can do a batman of all different ages too.
The only person who could be comparable to him is Greenwood. Everyone is mediocre its not even funny.

Conroy is monotone and needs context to intimidate. Weller sounds more threatening. In fact, Conroy wasn't even used for the TAS version of DKR, Ironside was.
People grew up with him as the Batman voice.
This its the reason why people overrate his voice.
Since i didnt, i can see this from a distance and Bruce Greenwood and Peter Weller are better that him in the project they put their voice.
For my Jesús Seijas its Batman, since i grew up with him.
And Rubén León its The Joker.
Again i am not biased on voices that arent the latinamerican ones.

Because Weller just isn't a good sounding Batman. For an older Batman, sure, but for regular Batman, no, he sounds horrid. And just because Conroy wasn't used for that doesn't mean he isn't good, Conroy has openly stated they want(ed) to retire his voice so more people can voice Batman.
@arturocalakayvee: Why is he horrid? His tone is somewhat similar to Conroy. The difference is that Weller sounds much more threatening and menacing, the beauty is that he does that without straining his voice.
Though Conroy's Batman is a more simple and rosier version, given that the new DC Animated Movies are closer to the comics.
This is like asking if Heath Ledger's Joker is overrated. All of the answers will be from fans that were baited into the thread.

For me almost everyone who voiced Batman has been good to great. Weller, Bader, Ironside, Baldwin, Arnett, Baker and many others did a great job with him.
Yes,after TAS his work was no longer special. His voice suits a very specific take on Batman,unfortunately though he uses that voice regardless of the circumstances or context involved. It was the exact same in Batman Beyond,Arkham games and JL(both the series and the animated movies he's starred in).
It was completely off in Batman Gotham Knight for example,you just couldn't imagine that particular Batman speaking like Conroy,and that's also why Conroy was never used for TDKR adaptations,not even in TAS itself.

He sounded "older" in Beyond, it's pretty noticeable
