Hm? I suppose perhaps, at a point in time he was a street character but at the moment they made him with the JL he went from street to superhero in an instant. More to that point is, it seems even before that he was never truly a street character anyway...what street character needs to know all the things Batman knows if they are just fighting a bunch of thugs? Now I know Batman has a few super villains as enemies, but they are really low in terms of their power(at least compared to the bigger ones) so its not that much of a stretch that Batman would be able to beat them all. Batman stopped being a street character when superheroes/villains like Superman and Darkseid were introduced a street character is pretty much worthless in a fight and so the writers improved Batman and took him from a street character fighting the Joker to a superhero being able to fight Darkseid without getting destroyed by the god.
So theres my thoughts, Batman isn't a street character anymore he went beyond that. AM NOT SAYING ITS A BAD THING, its just...I dunno I guess its kinda hard for me to see him go from
Batman fighting thugs and the like----to--- Batman fighting some big super powered beings.
and still try to wrap my head around that he is still a street level character.

Is Batman REALLY a street character?
I look at it the same way as with Cap or Spiderman. In his own books, he is a street leveler. He goes against Joker, Two Face, Bane, Croc, Scarecrow, etc. Occasionally, he may step out and face a higher being in his solo book, but it is rare. However, his skills add to a team like the JL which enable him to help with threats like Darkseid. Same as with Cap going against Thanos. He couldn't do it himself but he could lead the Avengers with abilities to create the plan that does beat him.

Deathstroke is a street level character,Wolverine is a street level character,Azrael(JPV) is a street level character.Street level has so many categories that you're gonna have to be more specific.
My two cents: Bats is an all around guy... thats what makes him interesting! the very FACT that he doesnt have superpowers makes him so, that he can rise to the challenge if anything super overpowered major thing is gonna happen he has everything going on for him!
Batman is above this. Of course, not on a physical level, but on an intellectual and technology level.
Bruce is street level because he wants to be. He has shown that if need be he could whip out some high tech stuff that would put him on a more even playing field with the heavy hitters. He just likes to stay in his lane.
Batman has many versions. The street level Batman in his own comics. The super-powered version of JLA comics, etc.
