Hmm.... If this government is controlling cars, then it's a safe bet they're also tracking their citizens. They'd be tracking movement of air craft or any other vehicle, and, tracking people with chips, or advance DNA scanners. They most defiantly would have high powered satalites, with X-ray that can see through anything to find anyone on earth. How does Batman keep his identity secret? How would he conceal his movements?

I think Batman would take a government like that down, wouldn't he?

Yeah because Batman wouldn't have the tech to get around all that. :/

A good writer could probably justify Batman maintaining his identity using his technology and his resources. Have a tech-savvy ally eliminate samples of his and his partners' DNAs from government databases, frequency jammers within the general vicinity of the Batcave and on all of his vehicles and costumes.

This would actually make for a pretty cool (Elseworlds) story. It'd be interesting to see Batman have to be more cautious in his actions due to an incredibly invasive government. A nice contrast to the abrasiveness with which he's usually portrayed.

@supbatz: I agree. A good writer wouldn't have to do much to make me believe Batman could do it. That's the character.

I guess an Elseworlds would give you the freedom to explore the subject to it's extremes, but governments today are already incredible invasive, be interesting to see Batman's reaction. Maybe he likes it, and uses it. This actually reminds me of the scene with Batman and Lucius Fox in the film The Dark Knight.
