I understand that he (Waren White/The Great White Shark) can talk, but how anyone can understand him ? He dont have lips, and his teeth are sharp that words doesn't sound right have they have to be :) ???

In reality where glasses or domino mask can hide one's identity, everything's possible. More seriously though, you don't need teeth to be in normal shape to create understandable talk. Or you don't have to have teeth at all (substance abusers for example). Check out concept of ventriloquism and electrolarynx as well.

Those were just examples, bud. I mean, one could wonder how can [insert hero] fly with nothing but willpower, dodge bullets fired couple of feet away, or create objects with a ring (that also let's you travel interstellar distances). It's just better not to try to find logic in these comics, even if the hero is a mortal man without magic powers, that's why I mentioned those masks in the first place. You can always ask the writers and see what explanations they have ;)

Two-Face shouldn't be comprehensible either.
