How has Gotham not been cleaned up yet?

I don't believe Gotham is the worst city, Metropolis probably faces more dangerous threats daily than Gotham does, the problem with Gotham is that its people are corrupt so you can't get rid of them just by killing them and for that you need to stick around for very long and other heroes have problems of their own to stick around a city like Gotham.

The same can be asked about Marvel's New York......is city full of superheroes (Spiderman,Avengers,Punisher,Fantastic Four.....) and yet exist small crimes,alien threats and supervillains.
Because Gotham doesn't work like that. It goes beyond "stop the monster, save the city".
Crime is ingrained into Gotham, no amount of Superman flying around is going to stop that. Honestly, Bruce is far more effective than Clark when it comes to places like Gotham.

Metropolis is constantly attacked by Superpowered aliens, lab experimented freaks and gods, it needs someone like Superman, a man capable of bench pressing the earth, superspeed and other powers to defend it, so its not that sunny in Metropolis. Not saying that its worse than Gotham, Gotham is one of definitely one of the worst cities in DC but Metropolis doesn't sound like place I'd like to live in.
Because no super powered person or group is going to stop poverty or greed. Since they're not doing that, they're not going to stop crime regardless of their abilities.
It isn't easy to clean up a city; sure, there's a ton of heroes, but there's also corruption and a bulk of criminals running rampant.

You can easily make Joker a member of JLA too,it's up to the writer.
If writers didnt write Gotham as worst city ever and with worst facilities that takes care of criminals. Arkam employes probably just gives to the criminals the keys, schedules and codes to the inmates if they even lock the doors.
Given how Fash Flash is - a guy who an experience billions of years to every second we experience - there's no logical reason he hasn't solved all crime on Earth - if nothing else out of sheer boredem.

Well that's actually not true(since you're talking about his whole history), he did clean up Gotham in some alternate realities like KC and at the start of Morrison's run he cleaned up Gotham. Edit : He also cleaned up Gotham in Earth 2.

There's a difference between breaking and entering and straight up murdering people, even if the people are criminals. All heroes, for the most part, operate outside of the law, but manslaughter is on a whole other level. Gordon himself said he turns a blind eye to Batman's vigilantism, but if he ever killed, he'd have to bring him down.

Oh, so now he's supposed to go against Gordon and the entire police force just to kill who he deems worthy to die? And it's not his job to kill Joker, it's the courts, the clown should have been put on death row ages ago. Batman does his job, he brings the Joker down, blame the courts for not enacting capital punishment or Arkham for being unable to contain a regular human with a clown fetish.

He refuses to kill not because he doesn't think he can stop, but because it's a line he doesn't want to cross, killing someone because they are an inconvience to you is what criminals would do, killing a person because they are in the way is what Joe Chill did to the Waynes, he doesn't want to be like the people he fights. Yeah, he's thought about killing the Joker, and yes, one could say him killing the Joker would save lives. But it's not up to him to be the Judge, Jury and Executioner. Even though Batman breaks the law, he still believes in it, he still believes in justice.
@the_stegman: when did batman say its because killing is a line he won't cross. He has thought about killing many times, what stopped him is that he didn't think he would be able to stop. Not using guns separates him from criminals. Not killing isn't. Cops kill. Now you're probably going to say that that is a cops job, and not Batmans. But nothing that Batman does is his job. He shouldn't be doing anything that he does. In Under the Red Hood he details that if he killed joker he wouldn't be able to stop.
Because punching stuff doesn't get rid of the root cause of crime. As long as humans have free will, crime is going to exist in some form.

It's not a cop's job to kill, it's a cop's job to arrest criminals, that's exactly what Batman does, again, it's the courts who decides if the criminals die. they only kill as an absolute last resort, when they're own life is endanger, and with Batman's skills (above any cop) that won't be an issue.
@the_stegman: that's the only time i seen him say that, he usually says he won't be able to stop. but it is still a BS reason, which was my point. Cops kill and aren't corrupted. Heroes kill and aren't corrupted. Batman should have a strong enough mind to control himself.

@jayc1324: He's a crimefigher..and that's what he does, fights crime. He stops it all the time, everytime the Joker is on the loose, he captures him and brings him to justice. Anyway, this is an age old argument, and I've always stood the ground that Batman does what he needs to, he puts the Joker behind bars, it's not his fault the courts, the people who are actually APPOINTED to kill men like the Joker refuse to do it.

And then puts him in Arkham. Where he can take over anytime he wants and kill MORE people inside Arkham. Batman doesn't stop the joker from killing. He let's him kill, then puts him somewhere he can take over and kill more and escape and kill even more. If the courts don't do it, Batman should. Otherwise he isn't doing his job, he's letting more people die. Hell, last time batman fought joker in Death of the family he didn't even catch him!! He let him do all that killing, torture the bat family and damage their relationships, and then let him get away!
Plot. A man with the resources that Batman has, shouldn't have a problem to clean the city without killing. In Batman annual 2, we know that the Batman helps to upgrade the security in Arkham, how the hell his villains are able to escape then? Batman has studied the mind of every single one of them and he is the world's greatest escape artist, someone would think that he should be able to design a prison that his villains can't escape. When he did the Batrobots in Batman inc, I thought that he was doing the right thing and one of the best things in his career, with those robots he could have cleaned the city like he did in KC or he could have got support by donning to the police department millions. He could have donated Arkham far better technology (designed by him) to keep his villain from escaping and put some of his Batrobots with technology to beat Clayface, Ivy and other super powered villains.
