    Harvey Dent-I have seen him taking down Crok,he's been trained by Batman.

    Joker-He seems to have low and high shows,he has also insane damage soak.

    Penguin-Have read he can hold his own,but he's really somewhat good?

    Deadshot- It seems this guys only rely on guns but still he has reflexes at least on peak human level(as seen in his fights against Deathstroke).
