Yep, Tim was the Robin of this time. Looking at comic time though it must have technically been within the first few months of him being Robin because Bruce still didn't really want him out much and thought of him still kind of in 'training' mode, despite the fact that he had him training with Jean Paul Valley as he was being run into the ground by the Arkham breakout
