Bruce Wayne, who witnessed the murder of his billionaire parents as a child, swore to avenge their deaths. He trained extensively to achieve mental and physical perfection, mastering martial arts, detective skills, and criminal psychology. Costumed as a bat to prey on the fears of criminals, and utilizing a high-tech arsenal, he became the legendary Batman.
Before Bafman it was gangsters and corruption but after Batman it changed to supervillains like Bane, Joker, Mr Freeze, etc. Gotham was better before...
No most of these villains he had no part in creating and would have gone on a tear even if he wasn't around. It would have been worse also because they would not have him to focus on.
Joker was a well known criminal. With or without Batman, his plan was to send a message. Batman just gave him an opportunity to work with other crime bosses. Bane was a well-known mercenary who didn't even live in the United States. He targeted Gotham because that was Ra's Al Ghul's plan. If not for Batman, Joker could have killed thousands, or even millions before they stopped him. Ra's' plan would probably have succeeded in the first movie.
Well, the situation in Gotham was never good to begin with...AND judging by 'Batman: Year One', 'The Man Who Laughs' and 'The Long Halloween', crime has always been pretty dreadful. I guess crime just evolved with the times: from pickpockets, to gangsters, to mob families, to super-criminals...
I do not believe he made crime worse. He might off attracted a few lunatics because of his crusade but he stopped most of them and they would have hit somewhere else and would have become unstoppable if it was not for the Batman.
