In the "court of owls" storyline batman mentions a piece in the Gotham gazzet where random citizens are asked to complete the sentence " Gotham is" using 3 words or less. I thought it would be fun to do that here. So just finish the sentence using 3 words or less and if you can make a fair arguement for why you chose that.
