Just a long list of vigilantes (mostly) inspired by Batman.

Yes Gotham really needed Batman. He not only inspired a good chunk of that list but he is the best equip to save Gotham.

As others have said, the majority of that list of people wouldn't exist if not for Batman and based off how each has been shown to operate in Gotham none of them would have been as effective as Batman anyways. You've also got people like The Question and Black Canary who aren't really Gotham City vigilantes if we're taking their entire histories into account. Not the same way that Batman is.

Aside from most of them being inspired by Batman (as mentioned above), that leaves us with Wildcat, Black Canary, The Question, and the Creeper (I think). None of these characters posses the resources nor the abilities to deal with Gotham criminals as effectively as Batman can on his own. Let me give you the classic scenario as an example. How many of these characters would have been able to stop the Joker from poisoning the Gotham reservoir? The Question would have figured it out (probably), but would he have been fast enough to stop it? Would he have devised a cure for the Joker's venom in time?

Azrael and Orpheus died, the latter remains dead.

Question and Wildcat aren't Gothamites.

The rest aint good enough.
