    Confusion over the OMAC Project

    I am currently reading the OMAC project in preparation for Infinite Crisis and I am über confused about something. In this story it is said that Batman created Brother I to keep track of all metahumans after realizing that he couldn't trust them after he was brainwashed during Identity Crisis. However, isn't there a similar plot in Tower of Babel? Batman had created contingency plans for the Justice League, but Ra's Al Ghul got ahold of them? Any help in clearing up this confusion would be much appreciated. Thanks and happy posting!

    The Tower of Babel plans were more for destabilizing rogue superheroes, while Brother Eye was more of a rapid-response thing.

    Thinks of it this way - it's the difference between a military devising a Plan B in case some of its elite troops go turncoat (Tower of Babel), and a 24/7 surveillance network which quickly acts to eliminate any and all threats to the system (The OMAC Project). Looks similar on the surface, but very much different beyond that.

    Granted, I haven't read the stuff with Brother Eye in years, and probably won't again, since I remember not really liking it.
