Catwomen wasn't really a villain, more like an anti-hero.
Joker > Ra's > Two Face > Scarecrow > Bane > Talia

Talia slept with Bruce, got him to like her, give her control of his company and the whole time she's the one running Bane and the whole show! Conniving, evil chick and she hit that? Best villain by far.

They were all great though. It's like asking which season of Breaking Bad is best. They're all amazing.
I don't consider Catwoman a villain in the Nolanverse, but absolutely loved Anne Hathaway's portrayal of her.

Indeed! Neeson's Ra's Al Ghul was fantastic.
I like Ra's al Ghul. I find it interesting that he's pretty much how Batman would be if he went too far, seeing how they have the same training. Bane's really cool, too, but his voice was hard to understand at times. Talia was also great because of how she was the puppet master who pulled all the strings in Bane's plan, but they picked a terrible actress to play as her. That was the worst death scene ever...
All of them.
Obviously either Ra's al Ghul or Bane.
But I like Mister Freeze for the Non-Nolan "Batman and Robin". That movie was so bad, it's a classic.
