It's not just The Batman animated series that had him with special purpose suits. In one episode of batman the animated series he wore an outfit that resembled the one from the dark knight returns to fight firefly( just without the mouthhole), even in batman the brave and the bold brought the old ones as well. The one above looks like the batman of Zur Ann urh.
Now, I'm a huge Batman fanboy, but if there is one thing that I hate about him, it's all of the special suits and weapons that we barely see. I think they're usually unnecessary.
The suits should be kept to a minimum. There purpose also has to be vital to the plot. I prefer Batman to handle his problems as Batman not Batman: mode whatever.
