If I had a choice, I would choose Wonder Woman to be Batman's soulmate, they're perfect for each other in my opinion. But realistically, IF someone were to hitch batman with someone, it would most likely be with Catwoman.
All you have to do is read some Elseworlds and stuff set in other universes and you'll quickly see that no matter how different things are, no matter how things are changed around... 2 things remain constant 9 times out of 10.
Clark Kent and Lois Lane.

While you will encounter circumstantial exceptions to this rule it occurs with enough frequency to allow us to answer the OP's question with confidence.
Selina Kyle.
He doesn't has one and seriously he really doesn't need one (and no, it was never Selina despite the common belief) . Fucking hate Mary Jane and Lois Lane type of characters. Selina is just his most popular love interest since she got enough exposition thanks to the old Adam West Show and later under Tim Burton's Batman. (Not to mention those insipid Bat/Cat million pet names repetition in the lastest comics)
But if media bothered with Sliver Cloud or Talia or Nocturna (or even Julie Madison, his actual first serious girlfriend who he engaded to marry and who was forgotten) or any long term girl he had over the years this debate about the nonsensical "destined girlfriend/woman" b**s*** would be pointless. And it was, for many decades.
Vogue fashion today, however, dictates that any dark and brooding fictional character most have a "soulmate" or he or she will summon the wrath of the lamb upon them. Haven will save their souls for staying single. Amen.

The relationship between father and son is very different than an romantic relationship.
@stormshadow_x: Indeed it is. And Batman has too many romantic and some good relationships in which Selina wasn't even an equation. His "best self" only within the confines of a romantic relationship, I disgree with. Batman has shown and shared his "best" and his worst to his family: to Alfred, to whom he confides almost anything implicity, to all his side kicks to whom he showed great compassion and a home, to the Justice League to whom they know he is an almost uncorruptible force of Justice and to Gotham which he protects every night.
The notion that he has a "destined soul" that can take all that burden from him and give him true peace, is nonsensical and untrue to the nature of the character, and a big misundestanding in many ways. If there is one fictional comic book character who has never needed to be confined in a "pre-destined" "one's true love" bullshit relationship, is Batman. Whom already, has a lot of baggage to yet add another one to the pile.
And look, I don't mid Bat/Cat shipping or any other shipping for that matter and I apologize if I come off as a bit truculent. But it really irks me that today's media promotes this nonsense on comic book characters. And fans also seem to be entrapped in a catfight about who's f*** who and who should be with whom forever and ever until the end of times and all that b***.
Also, if you think about it, giving Batman a permanent "soulmate" takes away the small free leniency writers have in the romantic spectrum on a character who is already very tough to write. Think about the whole Wonder Woman and Superman backlash DC got some years ago, from people who demanded to have Clark Kent and Lois Lane back. Or, the whining of countless, when Peter Parker was no longer 30 years old and a married man anymore.
Batman, on the other hand, is fun to explore with any romantic partner in any universe at any time and space. You can make many different acrs and have many different ways it could end. Because he is not bounded. Bound him, and you have another predictable and boring "love most conquer all" bullshit story. That me, you and the last generation has seen, over, and over, and over and over again. How many times have we had seen Superman fall in love with Lois Lane for the four thousandth time? How many years and movies will it take until Peter Parker proposes to Mary Jane?
