Dark Knight Returns is pretty political. With the constant criticism of liberal media, war on crime, distrust of the government, etc.

Well it's a play on elitist organizations, but I wouldn't call it political. The movies however are highly political if you look closely.

Yes, there are, have you ever heard about the real life political story, Batman is involved in it because he is Batman and the answer to every thing is Batman.
