Is "Batman: Arkham Knight #38" the final issue of the series? I couldn't find anything about the cancellation of this series, but there no further solicitations.

If we want to talk about Arkham/Gotham atmospherics, you have to include the eerie and unusual Mad Hatter, the Alice in Wonderland derived Batman nemesis who creates general mayhem and bizarre Catch-22s and death traps designed to make the Dark Knight feel generally annoyed and paranoid.
Mad Hatter is the only Batman villain who combines style with method. Sure, you can argue that about Riddler, Joker, Penguin, and Two-Face, the Ventriloquist, the Dollmaker, and Harley Quinn, but Mad Hatter specifically mixes self-image with philosophy, just like the Lewis Carroll trickster character.
Mad Hatter was featured in various Batman media and has been given special Batman comic book storylines.
How are Mad Hatter's (DC Comics) Easter eggs like Green Goblin's (Marvel Comics) pumpkin bombs?
Furthermore, how is the Arkham Knight representative of vigilantism hysteria? Jason Todd is simply not explored enough in mainstream Batman media. How about a Batman Hollywood (USA) film with multiple Robins? Surely, Arkham Knight the video game inspires such creativity.
