How would you feel about the Arkham Knight being Dick Grayson? I feel like that would be a way better twist than Jason Todd.

Can't be; Nightwing appears in Arkham City and the AK tie-in comic shows the Arkham Knight stalking Batman during the events of that game. I doubt it's Jason for some reason. I actually prefer the theory of the military Batman cloned from Bruce and Talia's DNA, even if it is just lifted from Terry and Damian's histories.

That's not in tone with the character at all, so no.

We already have the Harley Quinn story pack taking place in Bludhaven, which I'm sure will lead to Nightwing coming to Gotham at some point.

The story's written by Geoff Johns, so whoever the Arkham Knight is, the reveal and the plot is guaranteed to be terrible.
