Overview
Part 3 of the 5-part "Terror." Hugo Strange has brought the Scarecrow out from the depths of quiet insanity and up to full, murderous speed -- only to become the new and improved Master of Fear's first victim. Now, without a master to hold his psychotic fury in check, the Scarecrow begins hunting down Gotham's finest heroes and villains -- starting with the Catwoman, whom he intends to use to lure Batman into a final, fatal deathtrap.
