One of the most bizarre criminals in Gotham City, the Ventriloquist (real name Arnold Wesker) is a crime lord who directs all orders (and executions) through a wooden dummy named Scarface. A female crime lord, named Peyton Riley, has also assumed the alias after Wesker's death.
The wooden dummy known as Scarface "rules" over much of Gotham City's underworld in conjunction with his "underling", the Ventriloquist. Though most have accepted Scarface to merely be a conduit for the Ventriloquist's alternate personality, many signs have hinted that the dummy is in fact alive.
One of Batman's most recurrent enemies, Jervis Tetch (A.K.A. The Mad Hatter) is obsessed with Lewis Carroll's Alice in Wonderland, basing all of his crimes on the novel. Jervis is often depicted as a joke-villain but is a serious threat to Batman with his powerful mind-control technology.

Basil Karlo was an actor who upon discovering that a remake of one of his classic horror movies was being made went insane and began killing the cast and crew, wearing the mask of the film's villain Clayface, until stopped by Batman. Initially having no superpowers, Karlo joined with a group of other "Clayfaces" and stole their combined powers, allowing him to shapeshift into any forms he wants.

The daughter of two notorious assassins, David Cain and Lady Shiva, Cassandra left her father as a child after she killed a man and saw his pain and fear while he died. After saving Commissioner Gordon's life, she became the new Batgirl with Batman and Oracle's blessing, and was later adopted by Bruce Wayne. She would later give the role of Batgirl to her friend Stephanie Brown, and became Black Bat. In the New 52 and Rebirth, she takes the alias of Orphan.

After being attacked by his boss Ferris Boyle and exposed to some of his chemicals, Fries could only survive in sub-zero temperatures and built a special suit to keep himself alive, becoming Mr Freeze.
As the first Robin, Dick Grayson was the most famous sidekick in comic book history. As he ventured forth on his own, he formed the Teen Titans and became their leader. When the boy became a man, he became the independent hero known as Nightwing.

When Vic Sage, a television investigative journalist, encountered stories he couldn't investigate by normal, legal means, he donned a special mask (kept in his belt buckle) that made it appear that he had no face. As the Question, Sage investigated corruption in the face of all danger, leaving a blank "calling card," which, when touched, emitted a smoky question mark.
Argent is a descendant of the H'San Natall & she can construct solid silver energy plasma. She is a former member of the Teen Titans.
Helena Bertinelli, born into one of Gotham's mafia families, became a spy and vigilante, destroying those that had killed her family. As a key member of the Birds of Prey, she has moved toward brutal, but non-lethal methods for fighting crime.

Edward Nigma is a villain obsessed with riddles, puzzles, and brain teasers, who took the alias of the Riddler to commit crimes. Riddler frequently tries to outsmart Gotham's hero Batman, but is always defeated by the Dark Knight.
