The thrilling miniseries reuniting this classic Batman creative team continues! In issue #3, Bruce Wayne's relationship with Silver St. Cloud deepens, and an old, forgotten Batman foe with an eye toward doubling the Gotham Guardian's misery returns! And the action continues in issue #4, released two weeks later! Batman and Silver St. Cloud had their hands full dealing with the Joker's bid for mayor...and things will only get worse when they face the Scarecrow!

Phase two of Scarecrow's new gas took effect - Bruce envisioned a friend of Joe Chill's out to get him as a child. Batman awakened, hooked to his own devices in order to break the Scarecrow's hold over him.
Silver told Evan about Bruce. She told him she'd stay by his side until the election was over, but her heart was not in it. When he was called back to the stage for an encore of his speech, Joker snatched her.
