Does anyone have a idea on what this is? When I read it I was so confused, I thought they would explain what it was. but they didn't . Haha I thought it was a Yellow ring at a point lol.

Bootface was shooting explosive rounds that leave incinerary marks in the shape of the Bat-symbol, which both failed to burn through Batman's suit and conviniently matched up with said symbol for dramatic effect. Look two pages before that one, he shot a pedestrian with the rounds as well.
