Good
The story continues, with Gordon being known as a "hero cop" after single-handedly stopping a hostage situation. The corrupt commissioner is planning on getting rid of him eventually, but the press is on him. Meanwhile, the Batman is now leaving his own mark on crime. With Batman being a vigilante, it's Gordon's job to bring Batman to justice. Even to the point where he sets up fake muggings to trap the Dark Knight. Lucky for Batman, Harvey Dent is on his side and is helping him avoid the traps.
Gordon starts to suspect Dent to be the Caped Crusader, but then his new partner, Sarah Essen, points out that Bruce Wayne could be the one. But before they can move in that direction, they try to stop a truck from running over an old lady. Luckily Batman moves her out of the way. Essen calls for backup, who manage to shoot Batman in the leg as he jumps into an abandoned building.
However, the commissioner calls in a chopper to bomb the building, much to Lieutenant Gordon's horror. The commissioner is out for Batman's blood after he threatened him and his mob boss connections. And so the issue ends at a cliffhanger.
The reason this is rated lower than the first is because the story hasn't resolved yet, but it is pretty cool, nonetheless. Issue 1 could have easily been a standalone story, because it had a satisfying ending, even though it was just the beginning of the arc. Onto the next one!
