    Probably the First frozen villain was The Icicle. He made his debut in 1947 against Alan Scott, and was created by Robert Kanigher and Irwin Hasen. Alan Scott, Barry Allen, Firestorm and Batman each have a cold-themed rogue. Cold temperatures work well for evil. Sometimes for good. Mostly for evil.This is true for Mr. Zero.
