Originally using the name Impulse and trained by Max Mercury, Bart utilizes the same powers of super-speed possessed by his grandfather and fights crime alongside the Teen Titans, known as Kid Flash and Wally West's sidekick.

Also, was he 13 when he first joined the Teen Titans? He looked like he was around 13.

It says that as Impulse he was physically twelve, so if we apply how fast characters age, plus one year later, wouldn't he be around 13 - 14?
At the start of young justice, in an origins' issue, Bart himself says he's 3 or 15 depending on how you look at it. He was two when he arrived in the past at age two or twelve, but he hyperaged up to 14 within a half hour of his arrival. Since then he's been aging normally (excluding his return from the speedforce in Infinite Crisis - which was explained away by Crisis of 3 Worlds). Assume he came back in Crisis of 3 Worlds issue 3 at the same age that he departed at. He enters school in Manchester at age 2 or 14, joins YJ when 3 or 15, and Teen Titans at the end of YJ (however long that took). so he is at lest 3 and 15 years old.
I prefer to think that Bart's age is completely relative. Biologically he's 17ish, but mentally? Chronologically? Emotionally? He's much younger than that.
I don't think he looks it but it would logically make sense if he was 17-19 to the public (i don't like this either) because in one of the early issues of impulse max mercury said something about bart being very careful with his secret identity and to act like an average 14 year old. about 4 or 5 years has past since then so that would make him the ages above
