Hmm... if you think about it, let's just talk in terms of the Cinematic Universe for the sake of clarity ... saving the world also includes how many times threats have been PREVENTED. And in the cinematic universe, while Cap saves the world from Hydra and the Chitauri, the trophy has to go to Tony Stark. This is someone who makes it a point to attack the military-industrial complex, by the sheer fact that he's stopping more weapons from being produced and sold to facilitate wars around the world gives him more Hero-Ups than Cap. Thor, for all his valour is probably negligent about collateral damage, and also I'm inclined to look at the Asgardian monopoly over the Nine Realms as something that is inherently imperialist. He's probably pulling a Nick Fury with all that world-saving somewhere done the line.
But truth? Black Widow, for all the covert operations she's been involved in, and Phil Coulson, for all the times he's probably stopped the world from getting nuked and destroyed over the course of decades they've been in active duty. I think at the end of the day it's the small guys that are saving the world moreso than our flagship, macho-heroes.
