Celestial Vengeance
The Plan Proceeds is the 2nd part of the main Acts of Vengeance storyline and is by John Byrne. Among other things we see the Avengers (Hank Pym, Human Torch, Iron Man, Scarlet Witch, Vision, Wasp and Wonder Man) have a pretty cool fight with Hulk's enemies the U-Foes.
I previously lamented my appreciation of the Byrne era of Avengers and this issue reflects quite well why I like it so much. Every team-mate gets an opportunity to shine. For example, we get a battle between Human Torch and X-Ray that is given just as much time as Iron Man vs. Ironclad. The fight with the U-Foes is fairly good and as villains the U-Foes are a good team as all four have very different and useful powers. The U-Foes succeed in destroying Avengers Mansion but not before realizing they've been tricked to do so by someone.
Outside of the main story, there's a few sub-plots here as well. We continue on with the Scarlet Witch/Wonder Man/Vision melodrama and love triangle which sometimes becomes a bit much in some Byrne issues but here it's not too bad. We also have a sequence which sets up Magneto eventually abandoning the Cabal (ooops, spoiler!) and hints at his ultimate plan which are continued on in Avengers and Captain America issues after Acts of Vengeance. Other than that we also have a sequence setting up an upcoming Immortus storyline (which was axed and retooled and caused Byrne to quit Avengers). The Immortus sequence will feel utterly random and out of place if you only read the Acts of Vengeance issues. And still a bit out-of-place if you don't, since the story was altered so much.
We get another good issue from John Byrne with a cool fight and a good choice for villains as well as seeds for what will go on to be relevant to the crossover later on. A good issue with a good cast of Avengers and good villains. Did I say this is good?
