The book opens with a backstory that tells us that the world has fallen under a dictatorship, run by a villain named Monarch, who used to be one of Earths greatest heroes.
This troubles Mthew Ryder, who as a child was saved by one of those heroes. He doesn't know which one but it has caused him to have an illegal interest in the heroes of the past.
Not liking the way the world is shaping up he finds a way to travel back in time to find out wich hero becomes the moniter and stop him. The time travel expirement gives him the power to see time lines and alternate realities.
He promises to see the timeline of all the heroes of the 20th century and when he finds Monarch, to kill him.

I haven't read this series of annuals in a long time, and I never realised what a bold move this annual was. It is a double size comic about a character, who at this point is not a hero of any kind. Just someone who is fed up with the way the world has turned out. We had never met him before, but the premise he is setting up, and the promise that DC made to us ( a major character would turn out to be the villain, although by now you know how that turned out ) keeps this issue alive and kicking. Not too shabby of a set up issue.
