I remember reading this when it came out. The last page of the JLE showed us Waverider about to test Captain Atom. By that time all the rumours were spreading how he was going to be Monarch. Unfortunately DC did not like this info getting out, so they changed it at the last minute. Now the person we find out to be Monarch. Is Hawk. I could not begin to tell how dissapointed I was. To this day on some levels, I still am. I tried to read it objectionally, yet even after 17 years, the whole Hawk is Monarch thing does not ring true. I would have to say this annual is a collassal waste of time.
