Angela Chase is the daughter of Ambrose Chase, who was killed in the line of duty as a member of the *Planetary* field team.
According to her mother, Larissa Chase, Angela has "special needs," although what these are have not been revealed. Given that her father was a metahuman with the ability to bend the laws of physics to his will, and that her grandfather was a survivor of Science City Zero, it is very possible that young Angela has some latent metahuman ability.
