History

 Starfire a.k.a Red Star
An incredibly arrogant jewel thief, Andre Le Blanc had such a tremendous ego that he announced his crimes even before they were committed; testing his skills against whatever law enforcement officers and measures that they could come with.  On several occasions, he found himself opposed by the Russian superhero Lenoid Kovar a.k.a Red Star (who was known as Starfire during this period of his career) who failed to apprehend the arrogant thief.

After Le Blanc's public boast of his intentions to steal the Crown Jewels of Sweden; Interpol requested that the Teen Titans assist in guarding them.  They found themselves faced with an antagonist Kovar but both sides managed to put aside their differences in capturing Le Blanc who was carted off to jail; never to be seen again or at least proffer any more arrogant boasting.

Powers & Abilities

Although he possessed no superhuman powers or abilities, Le Blanc was a highly trained expert in various security systems and specifically in how to disable them.  He was also highly experienced in hand to hand combat and a talented acrobat as well.

Teen Titans

Andre Le Blanc in Teen Titans TV series. 
Le Blanc is one of only three (the others being Mad Mod and Ding Dong Daddy ) villains from the original Teen Titans series that made the transition to the animated screen in the 2003 to 2006 Teen Titans TV series.  He was voiced by Dee Bradley Baker in all of his appearances and spoke with a French accent.

Le Blanc made a cameo appearance as a member of the Brotherhood of Evil in the episode "Homecoming Part 2" and later had a brief scene in the "For Real" episode where he attempted to take advantage of the absence of the Teen Titans by robbing a bank in Jump City; only to be captured by the sister team, Titans East who were filling in for the Titans.  He was later seen at in the conclusion of the episode; observing Control Freak's televised challenge against the group and afterwards bragging that they were a powerful team to have captured him.

He made a final appearance in the "Titans Together" episode. Though temporarily incapacitated by Beast Boy during an impromptu confrontation, he participated in the final battle against the assembled Titans, wielding a grappling hook as a weapon. He was defeated and along with his compatriots, converted to an ice statue by Professor Chang's flash-freezing machine.

His animated version appears to favor high explosives as his tool of trade in breaking and entering.  He never demonstrated any other combat skills.

Le Blanc makes cameo appearances in the Batman: The Brave and the Bold episode "Four Star Spectacular!". He was seen in the middle of a robbery and was defeated by Batman.

Trivia

It has been pointed out that Andre Le Blanc's animated version bears a remarkable resemblance to Brad Bird's creation of Bomb Voyage in the 2004 animated film, The Incredibles (which did predate the animated version of the character) even down to Le Blanc's weapon of choice: high explosives.
