Agent X-9 was the first pop culture super spy, appearing in a newspaper strip the character was co-created by the creator of Sam Spade, and for that matter the modern hard boiled detective story, Dashiell Hammett, with art supplied by Alex Raymond less then two years after creating Flash Gordon.

At first a nameless agent working for a nameless agency in the 1940s, by then being done by people other than his creators, he was given the name of Phil Corrigan and said to be working for anything from the FBI to the OSS to the CIA depending the writer at the time.
