    "Cipher Rules" features the return of the mysterious rogue from the first issue.

    Superman, Green Lantern and The Martian Manhunter avert a mid-air collision over Keystone City. They join Aquaman, along with Wonder Woman and Batman to avert a nuclear disaster - a Lunvanian sub launching it's missiles.

    Cipher demands the Justice League surrender to him, or he will cause a worse disaster by launching all Lunvanian missiles!

    JLA: Liberty & JusticeSuperman, Green Lantern Kyle Rayner and J'onn J'onzz just happen to be visiting The Flash Wally West in Keystone City, when suddenly there's an air emergency to avert. The GPS system at the airport goes down, with all the flights headed on a collision course with each other. After bringing all the flights safely down, the four investigate to find the cause of the outage.Meanwhile, Aquaman is called on to investigate a Lunvanian sub, just as it launches it's nuclear miss...
