When Clark Kent is assigned by Morgan Edge to investigate a commune, he discovers The Sanctuary, led by The Master, a man who seems to have the ability to perform miracles. The Master turns out to be an escapee from Kandor who plans on taking his followers to another planet where he can be their Superman.
