While giving Superman a tour of the institute, Caesar tricks him into wearing a helmet that locks him in suspended animation. Caesar then hooks him up to a machine that transfers his powers into Caesar, who plans to become emperor of the entire world. Superman manages to defeat him by channeling his powers into Caesar at a rate that causes his mind to burn out. The story ends with the first suggestion that Morgan Edge is evil.
