Could he be the Red Hulk?

I went through some of my old issues of the hulk while he was with this team and thought this guy could be the red hulk. His only weakness was gamma radiation. Everytime Hulk was around him he (Achilles) would get weak. What if he went through a process to counter this problem? And that is why he ended up red. Just a thought.
